With reference to recent correspondence on

the subject of the strike of seamen and others at

Hong Kong, I am directed by Mr. Secretary Churchill to

transmit to you to be laid before the Marquess Curzon

of Kedleston a copy of a confidential despatch that has

been received from the Governor of Hong Kong containing

his report on the strike.

Mr. Churchill would invite Lord Curzon's attention

to paragraph 6 of the despatch and would suggest that

the action of the United States Consul General and his

fellow countrymen wight be suitably acknowledged.

The Governor's representations in paragraph 8

regarding the difficulties engendered by a continuation

of the existing political confusion in China will no

doubt receive bed Curzon's consideration and

Mr. Churchill would be glad to receive his observations
